Rhonda “Non” Carter Rhonda “Non” Carter, age 56 of Marion died unexpectedly Monday, March 28, 2011 at Marion General Hospital. She was born December 14, 1954 in Marysville to Richard Franklin “Dick” and Rebecca (Southard) Monroe. She was preceded in death by her father.
