Richard Russell “Rusty” Hoover, age 39 of Richwood, died unexpectedly Friday, October 14, 2011 at the Morrow County Hospital.  He was born July 21, 1972 in Marion to Richard Robert Hoover and Cindy (Southard) Hoover.
