She was born September 21, 1952 in Marion to the late Kelson George “Kelly” and Virginia T. (Tilton) Southard, she was also preceded in death her son Richard “Rusty” Hoover, siblings: Robert E. Southard and Rebecca Sue Monroe.

She was born Feb. 9, 1916, in Marion County to the late Bernard and Bessie Berry Tilton and was predeceased by a great-great-grandson. She married Kelson George Southard Nov. 6, 1931, and he died Sept. 20, 1994.
